This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina to purchase a service agreement on existing Illumina equipment, with a period of performance of 01/01/2020 to 12/31/2020. Equipment to be covered: NextSeq 550 (S# NB551182) This agreement must be invoiced quarterly or monthly in arrears. Illumina is the manufacturer, and this equipment must be serviced by Illumina certified technicians. Must use OEM parts and cover all monitors, computers and software and hardware updates attached to these systems. All responsible sources who are certified by Illumina as authorized third-party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment. The vendors shall provide certification from original equipment manufacturer that they are authorized to perform these services, have access to OEM parts and supplies as well as proprietary Illumina software updates. All responsible sources may submit a response that may be considered. The statutory authority for this sole source requirement is 41 U.S.C. 1901(e)(2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-C-2000315 to Diana Rohlman at diana.rohlman@nih.gov by 9:00 am mountain standard time December 20, 2019. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
