This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with CD Genomics, DBA CD Biosciences Inc, to procure HPV/HIV study and analysis - Sequencing & library preparation services. This requirement is for HPV/HIV Study and analysis - Sequencing & library preparation services to determine the immunological and biological correlates of clearance versus persistence of HPV infection with the longitudinal evaluation of the diversity and composition of the vaginal microbiota in a cohort of 200 ART-naïve African women recruited in the NIAID protocol HERA (Herpesvirus Reactivation in HIV-1-infected women initiating ART) prevalently in the Rakai Health Science Program (Uganda) and followed prospectively over the course of 52-weeks after ART initiation. In the context of this project we plan to pursue the longitudinal analysis of the vaginal microbiome of the enrolled women and correlate such findings with the detection of high and low risk HPV variants by using the 16s rRNA sequencing services including quality control of extracted DNA, library preparation and Illumina NovaSeq PE250 Sequencing. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-2086029.) to Janna Weber at janna.weber@nih.gov, by 1:00 pm eastern standard time August 5th. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
