The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate another than full and open competition basis with SOMALOGIC, 2945 WILDERNESS PLACE, BOULDER, CO 80301, United States, to procure SOMASCAN ASSAY KITS. Requirements List: -SomaScan 7K Assay kits - Plasma (900-00020), Serum (900-200021), Urine (900-00026), Cerebral Spinal Fluid (900-00025), Cell and Tissue Kits (900-00027) (900-00020 And/Or SomaScan 11K Assay kits - Plasma (900- 00050), Serum (900-00051), CSF (900-00055), CSF no slides (900-00056), Cell and Tissue (900-00057), Cell and Tissue no slide (900- 00058)-QTY 7 -Shipping and Handling-QTY 7 Period of Performance: 9/25/2024 TO 9/24/2025 Place of Delivery: Bethesda, MD 20892 The purpose of this acquisition is to procure a SomaLogic SomaScan 7K and/or Somalogic SomaScan 11K Assay Kits for the Center for Human Immunology, Inflammation, and Autoimmunity (CHI). The CHI develops and applies systems biology approaches—combining computation, modeling, and experiments—to study the immune system at the organismal, cellular, and molecular levels. The proteomic data generated from the samples run on the assay from this acquisition will be coupled to information from orthogonal experimental techniques to uncover a systems immunology-based model of disease. SomaLogic Inc. is the only manufacturer that manufactures compatible kits that meets the requirement. The equipment and software designed to integrate exclusively with SomaScan Assay Kits which are available only from SomaLogic, and any attempt to use alternative kits could void the warranty. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by submission through eSASS by 11:00 am EASTERN Standard Time, Monday, July 22, 2024. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. All Capability Statements must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit quotes are included on the website.
