This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with VTR LS 855 Wolfe, LLC dba Lillibridge Healthcare Services, to procure BioStorage Facility Freezer Support located at 855 North Wolfe Street, Room 126A, Baltimore, MD on Johns Hopkins Campus for the period of July 1, 2024 to June 30, 2025. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Disease (NIAID), Laboratory of Immunoregulation (LIR) continues to focus on the elucidation of cellular and molecular mechanisms regulating the human immune response in health and disease. A major component of these efforts is the study of the immunopathogenic mechanisms of HIV infection and disease progression. It is imperative the NIH/NIAID/Laboratory of Immunoregulation (LIR) have access to the specimens stored in this facility, which is approximately 3 miles from the Johns Hopkins campus. To change to another facility/vendor could potentially open the risk of specimens being lost due to temperature changes that would result in the government losing years of data that is unique and irreplaceable material required for on-going testing that is performed daily by the labs, which could come to a halt. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2226639 to Rita Davis at rita.davis@nih.gov, by 4:00pm eastern standard time Monday, June 24, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
