PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-24-2164966 NAICS – 811210 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Gatan Inc to procure a five (5) month bridge service/maintenance agreement for a Gatan Solarus 1067 microscope; S/N 20102201W1067. POP: 11/01/2023 – 03/31/2024 The Research and Technologies Section, Electron Microscopy Unit, supports all of the NIAID intramural Montana and Bethesda, Maryland area labs using various microscopy methods. The Gatan Solarus 1067 is in continuous use at its location at Rocky Mountain Laboratories in Hamilton, MT. If it were put out of action due to lack of maintenance or mechanical failure, the ability of the investigators to conduct their research would be severely handicapped. It is for this reason that a short-term continuation Service Agreement from this proprietary distributor is essential to bridge a 5-month span while a larger contract is being generated. The purchase of this service agreement will ensure continuous OEM Gatan Solarus service, parts and support functions are uninterrupted. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement proving they meet all the specifications outlined via email (subject line to reference NOI-NIAID-24-2164966) to Dana Monroe at dana.monroe@nih.gov, by Monday, October 23, 2023 by 5:00pm eastern time. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
