This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Quality Biological for 1X DPBS w/o Calcium, Magnesium, Phenol Red w/ 25ug/ml Gentamicin. The Flow Cytometry Core (FCC) of the VRC is to conduct research that facilitates the development of effective AIDS vaccines. In addition to developing new technologies in-house, the VRC will meet its mission by utilizing technologies developed by recognized leaders in the field in order to accelerate the development of vaccines required to protect public health. The FCC supports many ongoing research and clinical trials which are dependent on cell sorting. Cell sorting is complex and relies on a variety of reagents and electronics to maintain a high level of performance. The product (sheath fluid) we are requesting is a reagent that critical to the operation of cell sorters and requires accurate and reproducible formulation. This is a sole source requirement due to the risk of variance by introducing a product manufactured by a different source. Do not substitute. Requirements: 1. Polyvinyl Chloride (PVC) Infusion bags and tubes used in IV administration shall not contain polyvinyl chloride (PVC). Required documentation: Manufacturer shall provide a product declaration. The declaration must be written, signed, and dated on a letterhead by the manufacturer. 2. Phthalates: The product shall be free of intentionally added phthalates, specifically DEHP, BBP, DBP, DnHP, and DIDP. 3. Plasticizers or Other Additives added to the plastic: No plasticizers or other additives that are intentionally added to the plastic may have one or more of the following attributes: • PBT (persistent, bio-accumulative and toxic) or • VPVB (very persistent and very bio-accumulative), known or likely to be carcinogenic, mutagenic or reproductive or developmental toxicant, or endocrine disrupting. 4. Each bag must contain at least one plastic drip nozzle and one air vent tube. Both should be a minimum of one inch in length. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2197950) to Margaret Schott at Margaret.schott@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
