PRE-SOLICITATION NOTICE ** NOTICE OF INTENT NOI-NIAID-2176759 NAICS – 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with NuAire, Inc to procure a custom Biosafety Cabinet to convert a BSL3 animal facility into a study unit for immunology and molecular biology of infectious viruses on the Rocky Mountain Laboratories campus. Building 25 houses RML’s BSL3 animal facility consisting of several suites separated based on pathogen and/or vector. Primary containment, namely biosafety cabinets, are critical for protection of personnel from infectious pathogens. Suite B will be changing ownership to the Laboratory of Neurological Infections and Immunity (LNII) requiring a transition from animal research suite to focus on the study of the immunology and molecular biology of infectious viruses. This involves the introduction of new specialized equipment into the BSL3 animal facility. One piece of equipment, a Cytoflex flow cytometer, needs to be contained in a Class II A2 biosafety cabinet to safely run samples. The Cytoflex cytometer has dimensions of 30”W x 30”D x 36”H. The largest standard BSC from any manufacturer is 6’ width with internal work dimensions of 69 7/8”W x 20 7/8”D x 28 ½”H. To accommodate the Cytoflex equipment for this type of research, the purchase of a custom biosafety cabinet is required because all standard size cabinets are not large enough to fit the Cytoflex cytometer with adequate room for proper air flow, sample and personnel protection. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
