PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2175173 NAICS – 325414 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Carterra Inc. to provide: Qty 1 of catalog #4287 HC200M LSA Chips (5 pack) Qty 1 of catalog #9062 LSA Analysis Software (off-instrument) Qty 1 of catalog #4292 PAGHC30M Chips (5 pk) Qty 1 of catalog #4283 SAD200M LSA Chips (5 pack) Qty 1 of catalog # 4294 SAHC30M Chip (5 pk) The Carterra LSA is an onsite piece of equipment used in the Vaccine Research Center that requires specific consumables to conduct research. The Carterra LSA is a versatile, fully integrated, high throughput monoclonal antibody (mAb) characterization platform that combines patented flow printing microfluidics with high throughput surface plasmon resonance (SPR). The consumables listed above are used to obtain antibody kinetics. No other vendor/manufacturer offers these consumables for this specific instrument. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2175173) to Dana Monroe at dana.monroe@nih.gov, by 5:00 am eastern time Monday, June 5, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
