PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2174795 NAICS – 325413, In-Vitro Diagnostic Substance Mfg This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Advanced Cell Diagnostics, Inc (ACD) of Newark, CA to procure numerous RNAscope kits and probes for SARS-CoV-2 studies and ongoing research being conducted by the Infectious Disease Pathogenesis Section. The Infectious Disease Pathogenesis Section provides acquisition, quarantine, transportation, housing, research subject management, and disposition for DIR nonhuman primates within the Comparative Medicine Branch. This includes providing expertise in evaluating animal models for their relevance for human disease. Testing in the area of SARS-CoV-2 Coronavirus has been a key focus for the past three years. This requirement is for Advanced Cell Diagnostics brand sRNAScope Red ISH kits, RNAScope FISH kits, and probe for SARS-CoV2 which detect COVID-19 viral infections. Investigators in IDPS require ISH detection through RNAScope brand to retain continuity with previous studies, finding and reports within COVID-19 Projects. PCAM probe is needed to detect endothelial cells in COVID-infected mice lung. Red Kit detects the probes chromogenically, and FISH kit detects the probes fluorescently. These required items are only available through ACD. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
