This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Animal Specialties and Provisions South, LLC to acquire a particular type of animal feed and bedding. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends procure on a sole source basis a twelve (12) month supply of a specifically formulated type of animal feed and bedding for its research lab animals. See the attached documents regarding the justification for sole source. The order period is from 1/1/2023 to 12/31/2023. Depending on the need of Program’s facility, the feed and bedding items will be delivered as 2 deliveries bi-weekly, or 1 delivery weekly. The delivery shall not exceed 52 deliveries for the year. The items are as follows: Item #: RHI5K85C6T; Description: PMI NIH Rat & Mouse Autoclavable 5% Fat; Qty: 1,320 Item #: SHE1012; Description: Alpha Dri Plus 18 lb; Qty: 1,355 Item #: SHE1008; Description: Alpha-Dri Irradiated 20 lb; Qty: 1,260 Item #: DEL100; Description: Delivery Charge/Fuel Surcharge x 52 deliveries; Qty: 52 Item delivery in Bethesda, Maryland The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2154731) by 4:00 pm eastern standard time on 12/23/2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
