PRE-SOLICITATION NOTICE – NOTICE OF INTENT NOI-NIAID-2152974 NAICS – 811210 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Leica Microsystems Inc to procure annual maintenance service on an Aperio Versa 200 scanner used for processing pathology samples in the Tuberculosis Imaging program (TBIP). This is will be for a base +4 option years. VERSA 200 - SILVER SERVICE Agreement Period: 03/01/2023 To: 02/29/2024 Instrument Aperio VERSA 200 BF & Fluorescence; S/N 500304, purchased in 2021. SILVER SERVICE PACKAGE-Includes all parts, labor, and travel + 1 PM visit per agreement year. Hardware Support on Versa 200 (s/n 500304) for the base period of 01 March 2023 - 29 February 2024. Option Year #1 - POP - 01 March 2024 - 28 February 2025. Option Year #2 - POP - 01 March 2025 - 28 February 2026. Option Year #3 - POP - 01 March 2026 - 28 February 2027. Option Year #4 - POP - 01 March 2027 - 29 February 2028. Specs and requirements to be met: The purpose of this project is to secure repair and preventative maintenance against any future malfunctions on the Aperio-branded Leica instrument used by TBIP. Aperio-branded, Leica Biosystems Imaging, Inc equipment is a division of Leica Microsystems Inc, the manufacturer of the instruments. The manufacturer only supports the use of its proprietary supplies and services for its machines. All warranties could be null and void if other than Leica completed work or service is attempted on these machines. Leica Microsystems Inc and its Exclusive Regional Dealers (ERD) are the only source for certified, factory trained service professionals on Leica Biosystems Division (BSD) equipment. Only Leica and its ERD's have access to the latest service and support information. Services provided under this standard service agreement include: Emergency repair service as required during the hours of 08:00am - 05:00pm, Monday through Friday. Labor, travel and replacement parts, as required, excluding consumable items. Leica will provide 1 planned maintenance inspection(s) per period at customer request. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2152974 to Dana Monroe at dana.monroe@nih.gov, by 5:00pm EST January 4, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
