This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with John Wiley & Sons Limited, The Atrium, Southern Gate, Chichester, West Sussex, PO19 8SQ, UK to publish special issue scientific manuscripts/supplementals in the Journal of International AIDS Society (JIAS) highlighting multi-disciplinary research that is important for the success of long-acting and extended delivery (LEAD) HIV prevention and treatment regimens. This consist of coordinating all scientific and business activities leading up to the publication of the journal supplement, including, but not limited to, convening a committee comprised of 2-3 subject matter, publish approximately sixteen (16) original Articles and one (1) editorial with online access free to the public, arrange and manage a peer review of all proposed content including two to three subject matter experts, solicit input from peer reviewers per existing institutional practices (e.g. Instructions for authors), but must retain overall editorial control of the Supplement content at all times, and communications with Contributors submitting manuscripts for publication in the Supplement. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2143462) by 11:00 AM eastern standard time on 02/17/2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
