This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with the University of California, San Diego (UCSD) to acquire services of Dr. Lars Bode (“Bode Lab”) for analyzing samples of human milk for human milk oligosaccharides (HMOs). National Institute of Allergy & Infectious Diseases (NIAID)’s Food Allergy Research Section (FARS) (collectively “Program”) is researching the development of food allergies in children. The likelihood of babies developing food allergy is more closely tied to atopic status of their mother than father. One possibility for this is due to the composition of breast milk. Program’s project will compare the oligosaccharide compositions of breast milk from mothers with and without food allergy and children with or without food allergies to determine if there are any correlations. Dr. Lars Bode runs a laboratory (“Bode Lab”) at the University of California San Diego (UCSD) that is capable of analyzing samples of human milk for human milk oligosaccharides (HMOs). Dr. Guerrerio from Program will provide 470 de-identified samples of breast milk collected as part of the Vitality Cohort. The Bode Lab will analyze these samples for human milk oligosaccharide (HMO) composition. Deliverable will be data sheets that lists the absolute concentrations and relative concentrations 19 HMOs and information on Secretor status, HMO diversity and evenness, HMO bound sialic acid, and HMO-bound fucose for each sample. The Bode Lab is one of the very few labs in the world, and to our knowledge, is the only lab in the US to provide this type of human milk HMO analysis service. Furthermore, utilizing the same analytical platforms of the Bode Lab will allow data from different research studies to be cross-compared – this cross comparison is crucial to Program’s current research. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
