This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with University of Florida, Ocular Gene Therapy Core to procure the replication of the generation of previous AAV virus strains (Cat # CV5379 & #CV5380). The custom AAV virus strain will be used for the ocular infection of animals. The University of Florida, Ocular Gene Therapy Core are experts in the generation of these AAVs for in vivo experiments as well as based on recommendation from a collaborator for this project. The University of Florida Therapy Core has produced the required AAV clones and has previously supplied the packaged AAVs (AMBIS seq # 2096033). Therefore, as these reagents are needed for replicate experiments, the AAVs must be generated by the University of Florida Ocular Gene Therapy Core for consistency in the data. This is an order for additional stocks of specific AAVs produced by the University of Florida Ocular Therapy Core. We have used these AAVs in animal experiments and additional stocks are required for continued experiments. Use of another source would require an unjustifiable increase in the number of experimental animals required to validate the AAV stocks. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2134562) to Rita Davis at rita.davis@nih.gov, by 2:00 pm eastern standard time Wednesday, August 10, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
