This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with the Rees Scientific Corporation for their environmental monitoring systems. National Institute of Allergy & Infectious Diseases (NIAID)’s Division of Allergy (DIR) (“Program”) requires maintenance and software upgrades for all NIAID alarm and monitoring systems on DIR laboratory freezers housed within 5601 Fishers Lane Buildings. This will utilize a secure and effective alarm system to protect a large and valuable store of scientific specimens. Specifically, equipment that needs monitoring includes laboratory refrigerator and freezers that are storing pharmaceutical drugs that require carefully controlled temperatures. Program is currently using monitoring systems from Rees Scientific Corporation (“Rees”) for their current refrigerators at their current location at 5625 Fishers Lane. Program requires Enterprise Centron environmental monitoring (“Centron”), which is a monitoring system created and owned by Rees. A site visit is required to set up the equipment, install and configure the programs, validate the equipment, and train users on the system. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2134147 to Lu Chang at by 4:00 pm eastern standard time August 30, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
