This is a Notice of Intent, not a request for quotations. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Medidata Solutions, Inc, New York, NY 10014. This is a continuation of support for Medidata Remote Source Review (RSR) studies that are already in progress. Medidata RSR supports remote site monitoring to ensure clinical trials are able to continue operations and meet appropriate regulatory and human subjects research requirements. The Remote Source Review application is needed to support the urgent needs related to remote site monitoring of ongoing clinical trials in the Division of AIDS (DAIDS).Only Medidata can provide continued support for its proprietary software. No substitutions are accepted for this project. The statutory authority for this sole source requirement is 41 U.S.C.3304(a)(1) as implemented by FAR 13.106-1(b)(1) only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATIONS. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2127281) to Skye Duffner at skye.duffner@nih.gov, by 10:00 am eastern standard time, May 23, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
