PRE-SOLICITATION NOTICE NOI-NIAID-2123687 NAICS – 531120 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with VTR LS 855 Wolfe, LLC dba as Lillibridge Healthcare Services to purchase a 12-month lease for BioStorage Facility Freezer Support located at 855 North Wolfe St. Rm 126A, Baltimore, MD on John Hopkins Campus for the period of 06/07/2022 to 06/06/2023. It is imperative the NIAID Laboratory of Immunoregulation has access to the specimens stored in this facility, a proximity 3 miles from the Hopkins campus. To change to another vendor could potentially open the risk of specimens being lost due to temperature changes as they are moved from one location to another. The result to the government would be losing years of unique and irreplaceable material and data required for on-going testing performed daily by the labs; any loss would be detrimental and cause research to halt. The statutory authority for this sole source requirement is 41 U.S.C. 1901(e)(2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2123687) to Dana Monroe at dana.monroe@nih.gov by1:00 pm eastern standard time May 13, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
