PRE-SOLICITATION NOTICE NOI-NIAID-2118526 NAICS – 811219 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other-than-full and open competition basis with Leica Microsystems Inc to procure annual maintenance service for a Leica STELLARIS 8 microscope used by the NIAID Laboratory of Viral Diseases (LVD) to explore fundamental aspects of cell and molecular biology, viral pathogenesis, and viral immunology within the context of a diverse group of medically important viruses and must use state-of-the-art instrumentation in their research programs. PremiumCare: STELLARIS 8 Equipment no: 12798444 Serial no: 8300000191 STELLARIS 8 PremiumPlusCare STELLARIS 405 Equipment no: 12798444 Serial no: 8300000191 Specs and requirements to be met: The purpose of this project is to secure repair and preventative maintenance against any future malfunctions on the Leica STELLARIS 8 microscope by LVD. Leica Microsystems Inc, the manufacturer of the instruments, provides the support of its proprietary supplies and services for its machines. All warranties could be null and void if other than Leica completed work or service is attempted on these machines. Leica Microsystems Inc and its Exclusive Regional Dealers (ERD) are the only source for certified, factory trained service professionals on Leica Biosystems Division (BSD) equipment. Only Leica and its ERD's have access to the latest service and support information. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
