This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Dataworks Development, Mountlake Terrace, WA to procure Freezerworks Pinnacle Edition Software. The Freezerworks Pinnacle Edition Software will be used in support of ongoing research at the Laboratory of Malaria Immunology and Vaccinology (LMIV) to research, pursue, produce and clinical trial malaria vaccines. Place of Performance is Bethesda, MD 20892. LMIV Vaccine Development Unit develops and performs clinical evaluation of prototype malaria vaccines. Each candidate vaccine has to undergo a rigorous development process that requires the input of many highly skilled scientists with specific areas of expertise. These include creation of expression systems, fermentation optimization, scale-up of purification technology, clinical good manufacturing practices (cGMP) production, formulation, quality control, preclinical testing, and clinical trials. Freezerworks is the software LMIV has been using for years to inventory samples from our animal and clinical trials. This software allows us to store all information about a sample and search the database in multiple ways to find the sample we are looking for. The program is also used to generate samples as they are collected at NIH clinical center and our international sites in Mali. Freezerworks' customer care program is needed to maintain access to customer support and access to upgrades for our existing Freezerworks Client Server which we will work on to transition to the new database. Dataworks Development is the both the manufacturer and sole distributor of the software. The Freezerworks Pinnacle Edition Client Server Upgrade is needed to link samples and aliquots to unique volunteers thus speeding up the process of sample entry in Mali and the US. It also allows for creation of samples for an entire study so the comparison of what is expected vs collected can be drawn more easily. Period of performance is 2/7/2022-2/6/2023. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
