This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Terumo BCT, Inc to procure maintenance agreement, Base plus three options years, on the Spectra Optia Apheresisi System manufactured by Terumo BCT Inc. With a total period of performance of 07/09/2021 – 07/08/2025. The IRF located in Frederick, MD has the capability to conduct biosafety level BSL?3, and BSL-4 research. It is one of the few facilities in the world able to perform whole-body and other medical imaging to evaluate infection of animals in BSL-4 containment. The goal of the facility is to develop new and effective vaccines to fight and counteract new and emerging infectious diseases. The Optia Apheresisi System is the main cell processing and cell collection platform used in research. This maintenance agreement is critical to ensure optimal function. The only vendor that offered service on this equipment in BSL 4 containment is the manufacturer Terumo BCT Inc. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2077936) to Jennifer Walker at jewalker@niaid.nih.gov, by 2:00 pm eastern standard time Tuesday, July 6th. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
