PRE-SOLICITATION NOTICE NOI-NIAID-2075889 NAICS – 611310 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with George Washington University, Ashburn, VA, to procure graduate student stipend assistance in conjunction with the NIH Graduate Partnerships Program. Specs and requirements to be met: NIH NIAID agrees to pay tuition for the third year of graduate school with no tuition funding to be provided by NIH NIAID for years four and five per the Graduate Partnerships Program (GPP). George Washington University will fund tuition years four and five. This student is a pre-IRTA (Intramural Research Training Award) program fellow already working with NIH NIAID Laboratory of Parasitic Diseases (LPD), System Genomics Section, and has agreed to the terms of the GPP policy to continue research at this level beyond obtaining the graduate degree. The Systems Genomics Section of LPD is at the interface of molecular parasitology, microbiology, and genomics and focuses on the molecular basis of macroparasite (nematodes) adaptation to niches in their human hosts and microparasite (virus and bacteria) diversity and interaction in transmission and virulence. The overarching question to be answered is: How do pathogens adapt to their hosts, and what is the evolutionary basis of this adaptation? The graduate program project by this student will answer this question and explore of pathogen adaptation in collaboration with George Washington University to the benefit of NIH NIAID. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. All responses received by the closing date of this synopsis will be considered by the Government.
