PRE-SOLICITATION NOTICE NOI-NIAID-2062488 NAICS – 811219 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Sartorius Corporation to procure an annual service maintenance agreement for Octet Red384, S/N FB20354 for the performance period 03/29/2021 – 03/28/2022. The Vaccine Research Center (VRC), Vaccine Immunology Program (VIP) has assembled functional groups that engage in basic and translational B cell immunobiology research (including high throughput automated immunoglobulin and transcriptome analyses) in addition to standardized end-point analyses for clinical trials. The Octet RED384 is an instrument for Biolayer Interferometry (BLI), an optical technique for measuring macromolecular interactions by analyzing interference patterns of white light reflected from the surface of a biosensor tip. The Octet RED384 system can be used for a wide range of analyses including IgG and other protein titer, bioprocess development, quality analysis, crude antibody screening, epitope binning/mapping, ligand binding assays, small molecule analysis, elucidating cell signaling mechanisms, and infectious disease monitoring. The Octet Red is a very sensitive instrument with many small delicate parts. To ensure this instrument operates properly a maintenance agreement for this instrument is required for a service contract providing for immediate response and repairs. The Octet Service contract will include 100% coverage of: - Field service repairs, - Travel - Labor - OEM Parts - Annual PM visit - Priority response The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
