This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Sartorius Corporation, to procure 5 Biosensors assist in research efforts combating COVID-19. The Biosensors required are catalog # 18-5021, 18-5064, 18-5103, 18-5122 and 18-5090. The requested consumables are made to be used with the Octet Machine purchased from Fortebio (now a part of Sartorius). This machine allows us to assess antibodies and immunogens involved in active immunization studies and passive protection studies in a high-throughput manner with high reproducibility and reliability. This brand of biosensors was used in previous experiments conducted since the pandemic began and maintaining this brand will ensure consistency and reliability in our immunization experiments. Also, this will prevent variances in experimental data results. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2055072) to Laura Grey at laura.grey@nih.gov, by 2:00 pm eastern standard time Monday, December 14th. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
