This is a Notice of Intent, not a request for quotation. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis, to award a firm-fixed price sole source purchase order to The University of Washington, Washington National Primate Research Center, in Seattle Washington . This requirement is a follow-on order to purchase an additional three non-human primate models, including their crates, subsistence and transportation to the NIH’s Rocky Mountain Laboratories in Hamilton, MT. These models have been tested and deemed fit for this research. These models are laboratory grade, vaccinated against SARS-CoV-2. They will be used in research to test the vaccine durability. These models are part of a collaborative vaccination study with the University of Washington. The cohort of models must be from the same colony, to ensure consistent conditions and exposures, of the models. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATION. This notice does not obligate the Government to award a purchase order or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2028933) to Pamela Ingalls at pamela.ingalls@nih.gov, by 2:00 pm eastern standard time Tuesday, September 28, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
