This is a Notice of Intent, not a request for quotation. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis, to award a firm-fixed price sole source purchase order to: Somalogic Inc. 2945 Wilderness Place Boulder, CO 80301 The requirement is to obtain kits and reagents for the SomaScan 1.3K HTS platform. The SomaScan kits enable highly multiplexed and high throughput analysis of 1305 proteins in human clinical samples (serum, plasma, cell lysates, tissue homogenates, and cerebrospinal fluid). These kits will be used for several CHI-involved clinical collaborative studies, as well as for investigators’ samples that have been provided to be run at the Center for Human Immunology. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATION. This notice does not obligate the Government to award a purchase order or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-20273133) to Angela Stanton at angela.stanton@nih.gov, by 2:00 pm eastern standard time Thursday, July 9, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
