This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with EMD Millipore Corporation for a preventative maintenance service on SMC xPRO and SMC Erenna. The VRC conducts a comprehensive program of research on the NIH intramural campus and work with scientists in academic, clinical, and industrial laboratories through a program of national and international collaborations. It works with industrial partners for the development, efficacy testing, and marketing of vaccines and focus the development of new methodologies and training opportunities that will benefit all HIV vaccine researchers. The potential scientific advances, methodologies, and resources also provides the basis for research on vaccines for other diseases. •Singulex Erenna machine is a fluidics based machine which needs quality control runs and preventive maintenance to keep the instrument running smoothly and perform assays with greater accuracy. •SMC x PRO is built without any fluidics allowing for easier maintenance, achieves higher throughput, user friendly and advanced software compared to the Erenna instrument. The coverage provides a yearly inspection and tune up of EMD instruments and ensure their optimal functionality. The equipment is located in a BSL3 and above facility. The statutory authority for this sole source requirement is 41 U.S.C. 1901(e)(2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-1995100) to Skye Duffner at skye.duffner@nih.gov by 3:00 pm eastern standard time Tuesday, December 3, 2019. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
