PRE-SOLICITATION NOTICE NOI-NIAID-2010740 NAICS – 334516 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), OFFICE OF CYBER INFRASTRUCTURE & COMPUTATIONAL BIOLOGY (OCICB) intends to negotiate on an other-than-full and open basis with Vaisala, Inc. This request is to provide additional equipment for the biothermics monitoring at the Mali, India and Uganda under NIH Center for Scientific Review (CSR) The Integrative and Clinical Endocrinology and Reproduction Study Section (ICER). This system automatically sends notifications via SMS and email of temperature and humidity levels for the storage and use of samples to prevent negative impacts on research. This request includes the most common data loggers used on site, spare temperature monitoring probes, and power over Ethernet cradles for all loggers. This will allow for service to continue in all sites without interruption in case of existing equipment issues, as well as allow for new devices to be added to the monitoring system without delay. Furthermore, this will allow us to cycle aging loggers out of the system before battery failure, preventing service disruption. This order is a sole source order because these proprietary temperature loggers are a component of an existing system and options for purchasing vehicles are limited. Specifically, this manufacturer does not provide their products through resellers and we can only source this from the company of production, Vaisala, Inc. These NIH sites use the same vendor for equipment and software. Using the same manufacturer will allow us to preserve our standard operating environment and technical alignment, which helps maintain efficiency of administration. Purchasing from a different manufacturer would drastically increase the expense because we would also need to purchase additional software, invest in training, travel to the site and commit hundreds of hours of labor, and incur the common risks associate with any previously unused system is production. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable supplies may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-2010740) to Dana Monroe at dana.monroe@nih.gov, by 8:00 AM eastern standard time Monday, February 24, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
