This is a Notice of Intent to negotiate a sole-source contract with Telecor Inc. for the annual renewal of software support and interface licenses for the proprietary Telcor QML® middleware system. The system is critical for managing all point-of-care testing device interfaces at the NIH Clinical Center. The period of performance is from 01/01/2026 to 12/31/2026, with services to be performed at the NIH Clinical Center in Bethesda, MD.
