This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Siemens Medical Solutions USA Inc. The National Institute of Health’s Clinical Center (Program) requires a specific type of software upgrades for Syngo Dynamics from Siemens Medical Solutions USA Inc. The National Institute of Health’s Clinical Center (Program) currently uses an Ultrasound reading software. This request is to upgrade our existing Ultrasound reading software maintenance and support service agreement for our existing Siemens’ Syngo Dynamics General Ultrasound software package. Syngo Dynamics software is proprietary software licensed and manufactured by Siemens Medical. It will be in daily use by the RAD&IS for critical patient care. This request is to upgrade Program’s existing Ultrasound reading software maintenance and support service agreement for our existing Siemens’ Syngo Dynamics General Ultrasound software package. Syngo Dynamics software is proprietary software licensed and manufactured by Siemens Medical. Siemens Medical Solutions, Inc is the only vendor that can provide these proprietary software upgrades. No vendor other than the Original Equipment Manufacturer (OEM), which is Siemens, can supply their proprietary equipment software. See Bill of Materials/Statement of Work for software details. Place of Performance or Delivery: The estimated delivery period is within four (4) weeks of award. Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-24-008635) by 4:00 pm eastern standard time on 08/14/2024 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
