Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with KR Wolfe Inc. National Institute of Health’s Clinical Center (Program) initiated a project in 2018 to replace the existing respiratory boom systems in the ICU suite located in 3SW of the Bldg. 10 CRC. The clinical center came to find out that the 2nd boom arms that were part of the boom system that was originally purchased for install did not meet user needs, so a new 2nd Boom arm replacement is needed for 18x tandem boom systems. Due to delays associated with COVID the clinical center cannot complete a change order using the original project PO, so a new requirement is needed in order to complete this purchase and replacement of the 2nd boom arms by the original equipment vendor and relevant service providers. The previously install Hillrom Respiratory Boom is called “Truport 5000, Double Arm System, Medium Load.” The additional equipment that would be installed under this requirement is also referred to as “Truport 5000”, it is a smaller model then what was already purchased. The equipment is manufactured and supplied by Hillrom, which is now a subsidiary of Baxter International. Hillrom (now Baxter) is the supplier of the surgical equipment through the service vendor KR Wolfe. KR Wolfe performs all structural, electrical, med-gas work in preparation for the equipment to be installed by Baxter. Baxter is a supplier and installation company working for KR Wolfe as a specialty subcontractor. This will be a sole source requirement. The proposed service provider KR Wolfe Inc. (and by their subcontractor Hillrom/Baxter) is the only qualified party to provide these services because this request is a follow-on equipment purchase to replace equipment that was previously purchased and installed involving the aforementioned contractors. The 2nd boom arm that is needed for install is proprietary equipment being installed on a base tandem boom system that is also proprietary equipment produced by the equipment manufacturer/supplier, Hillrom (now Baxter). The equipment install is being handled by the general contractor, KR Wolfe, with assistance from the equipment contractor Baxter. Baxter provides the install of the equipment itself, while KR Wolfe does the site prep and the demolition of the equipment that is being replaced. The equipment is unique to Baxter as the base of the system that this additional equipment is attached to, the respiratory boom, is produced by Baxter. This additional boom that would be purchased/installed has to be a Baxter product as they are the only manufacturer whose booms would attach to the base.
