This is a Notice of Intent, not a request for proposal, for the NIH Clinical Center to negotiate on a sole-source basis with Infor LLC. The requirement is maintenance and technical support for the proprietary Cloverleaf Interface/Secure Server HL7 interface engine, which is mission-critical for 24x7x365 patient care and protection of PII. Infor is the only source capable of maintaining the system because the software is proprietary, third-party maintenance is not permitted, and source code will not be released. The place of performance is the NIH Clinical Center in Bethesda, MD, with a stated period of performance of 09/26/2026–09/25/2026. Responsible sources may submit a capability statement for consideration, but the Government may determine not to compete based on responses.
