A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), National Institute of Mental Health (NIMH), Laboratory of Molecular and Cellular Neurobiology, intends to award a fixed price contract with one (1) twelve-month base period and four (4) option years to Life Technologies Corporation, Carlsbad, CA, on a sole source basis to continue to provide service equipment maintenance for RT PCR Machine, model # ViiA7, serial # 278881797, NIH decal # 0191844. This is an annual renewal of the National Institute of Mental Health (NIMH), Laboratory of Molecular and Cellular Neurobiology service equipment maintenance contract for Life Technologies Corporation, Carlsbad, CA, on a sole source basis to continue to provide service equipment maintenance for RT PCR Machine, model # ViiA7, serial # 278881797, NIH decal # 0191844. Service shall consist of, but not limited to, examination of all functioning parts, replacement or repair of worn or unserviceable parts, adjustment and calibration made with the expressed intent of maintaining the instrument to the manufacturer’s original specifications. When necessary, this includes complete dismantling, parts replacement, reassembly, and thorough testing and adjusting. Guaranteed 2 business day on-site response (zone 1 & 2 only) 1 Planned Maintenance (PM) visit per year 1 Pure Dye Calibration (to be performed during PM visit) for 1 block Repairs - Factory certified replacement parts, engineer labor and travel included - Computer and software coverage Smart Services - real-time instrument monitoring and diagnostics (available on most models) Priority telephone and e-mail access to instrument technical support from our Technical Assistance Center (TAC) Phone and e-mail access to Application Technical Support (ATS) As such, no other vendor can provide the Government with the required service and maintenance renewal. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
