This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) The solicitation number is NIMH22001388 and the solicitation is issued as a Request for Quotation (RFQ). A fixed price per labor hour contract type is contemplated for this requirement. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures; FAR Subpart 13.5—Test Program for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold. A fixed price per labor hour type of contract is contemplated for this requirement. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 22-2022/ 01-14-2022. (iv) The North American Industry Classification System (NAICS) code for this procurement is 541990-All Other Professional, Scientific and Technical Services with a small business standard size of $16.5 million. This requirement is a Small Business set-aside. Offers from qualified individuals are also welcome. (v) Refer to the attached Statement of Work for Project Requirements Background: The overall goal of this contract is to obtain support services to assist in the collection of behavioral, psychological and MRI brain imaging data for the NIMH Emotion and Development Branch (EDB). The solicitation is open to both organizations and qualified individuals. Level of effort for this project is a minimum of 140 hours. You may propose additional hours up to 280 hours. Period of Performance: The period of performance shall be twelve (12) months from the date of award. The award will include one Option Period to extend the period of performance for one additional 12-month period. Contracting Officer’s Representative: The Contracting Officer’s Representative (COR) will represent the Government for the purpose of this contract and will be specified at time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Government may unilaterally change the COR designation at any time throughout the performance period of this contract. (vi) Refer to attached Statement of Work and Evaluation Criteria documents for additional details. (vii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. (viii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Technical Approach, Past Performance, Cost/Price. Refer to Evaluation Criteria document for details. Technical Approach and Past Performance when combined, are significantly more important than cost or price. Options: One (1) 12-month Option Period with the option of one (1) additional 12-month Option Period. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (ix) The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (x) The provision at FAR Clause 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. (xi) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. (xii) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xiii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv) FAR 52.217-5, Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (xvi) FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor prior to the expiration of the contract provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years. (xvii) FAR 52.217-7; Option for Increased Quantity -- Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor any time prior to the expiration of the contract. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (xvii) Additional Applicable Clauses: (a) FAR clause 52.227-14, “Rights in Data-General; (b) The Privacy Act of 1974, as amended to present (5 U.S.C. 552a). (xviii) ARTICLE H.20. CORONAVIRUS DISEASE 2019 (COVID - 19) - ONSITE CONTRACTORS RETURN TO PHYSICAL WORKSPACE Coronavirus disease 2019 (COVID-19) - NIH policy may allow for voluntary or mandatory COVID-19 testing for contractor personnel. Contractor personnel who test positive for COVID-19 or who do not wish to submit to mandatory COVID-19 testing will not have access to or be permitted to work in NIH [ICs] until they have satisfied the access requirements in the NIH policy. A contractor personnel's decision to opt out of mandatory COVID-19 testing will not automatically constitute grounds for any performance delays or establish any government liability for additional costs. The Contracting Officer may determine that an excusable delay is appropriate under applicable FAR clauses (e.g., 52.242-14 (Suspension of Work), 52.242-15 (Stop-work Order), 52.249-14 (Excusable Delays), and 52.212-4(f) (Excusable Delays)) in cases where a positive test result is recorded and contract personnel must be quarantined due to an exposure to COVID-19. However, cases where a positive test result is recorded will not establish any government liability for additional costs. Contractors shall ensure compliance with all Federal, HHS, NIH and individual IC COVID-19 policies related to health and safety, including relevant Codes of Conduct and reporting requirements applicable to contractor personnel. The Contractor shall discuss the Code of Conduct with contractor personnel, retain signed Codes of Conduct, and confirm their signature with the Contracting Officer. Reporting requirements include: 1) Ensure open reporting of safety and health related concerns; 2) Ensure staff understand reporting of COVID-like symptoms to contract supervisors, if they have had a high-risk exposure to someone with COVID disease, or if they have tested positive for COVID-19, and that staff do not report to the workplace with symptoms or if they have tested positive for COVID-19; 3) Ensure staff are complying with the return to work plans, policies and reporting requirements and enforcing these requirements when necessary; and 4) Ensure contract supervisors inform the Contracting Officer of personnel with COVID-19 symptoms. The Return-to-Work Guidance and Code of Conduct for On-Site Contractors (Appendix 1) are incorporated into this contract. Contractors shall ensure contract personnel are aware they are to contact their company/supervisor for guidance. Background: The mission of the EDB is to study the pathophysiology, development, and treatment of pediatric mood and anxiety disorders. EDB probes pathophysiology using structural and functional MRI procedures, and is currently using state-of-the-art techniques to acquire data in each of these areas. Such research requires diverse expertise in cognitive neuroscience techniques. Purpose and Objectives: The purpose and overall goal of this contract is to obtain support services to assist in the collection of behavioral, psychological and MRI brain imaging data for the NIMH EDB. This service has been provided in the past by hiring contract neuroscientists to assist with data collection using fMRI. Careful, appropriate, well-justified collection of vital data on pathophysiology and treatment is paramount to the research mission of the EDB. Thus, it is of vital importance that EDB continue its collection of high-quality structural and functional MRI data during psychological and behavioral experiments in pediatric mood and anxiety disorders. Project Requirements: Utilize methods to facilitate collection of structural and functional MRI data in the EDB, NIMH; Have experience using specialized computer paradigms such as using eprime and MRI; Assemble a series of computers and associated response devices in a rapid and efficient manner during MRI data collection; Oversee the operation of these devices (e.g., button boxes, claw) and do this in a manner that is coordinated with the activities of the other members of the scanning team (i.e., clinician, post-bac IRTA, scanning technician); Monitor participants’ behavioral responses when undergoing MRI studies; Have experience and knowledge integrating research studies; and Be trained and capable of setting up response devices and equipment, setting up the task on the computer, interfacing with the scan technician and the scanning team, orienting the participant to the task, monitoring the behavioral data, transferring the behavioral data, and providing a scan report to the EDB following data acquisition Level of Effort: The contractor shall provide up to 280 hours of effort during the period of performance of the contract. This contract is a fixed price per labor hour contract. The offeror shall include one option period not to exceed 280 hours. Demonstrated experience working with biomedical staff; and 4. Currently working within a University or scientific organization possessing a wealth of experience in MRI. Delivery Date: Period of one year from date of award in addition to a one-year option. Multiple awards are anticipated. Capability statement /information sought: Respondents must provide clear and convincing documentation of their capability of providing the maintenance specified in this notice.
