Neurostar GmbH - Brand Name or Equal - Stereotaxic Surgical Equipment with Robotic Manipulators/Microinjector and Robotic Drill with Integrated Brain Mapping Computing Capabilities Combined Synopsis/Solicitation NIMH-20-004262 INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-- Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items. The solicitation number is NIMH-20-004262 and the solicitation is issued as a request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE This requirement is assigned North American Industry Classification System (NAICS) code 334519 with a size standard of 500 employees. SET-ASIDE STATUS This acquisition is not restricted and available for full and open competition. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 dated July 2, 2020. The resultant contract will include all applicable provisions and clauses in effect through this date. DESCRIPTION OF REQUIREMENT Purpose The Rodent Behavioral Core (RBC) is a new state-of-the-art research facility designed to provide NIH researchers the capacity to expand their behavioral research. As part of its service to the NIH community, the RBC must provide specialized equipment and software for shared use to a broad spectrum of researchers from varied Neuroscience fields within NIMH and NIH. Stereotaxic surgery is used in behavioral neuroscience as a means for minimal invasive surgery upon animal brains utilizing a three-dimensional coordinate system for the accurate operations performed on a test animal’s brain. These operations are-but not limited to-ablation, lesion, injection, implantation and stimulation. These operations require the accurate placement of electrodes and injection needles into the defined anatomical areas within the brain. Stereotaxic surgery has recently seen major advancements in the computer aided brain mapping technology coupled with automated robotic drills and microinjectors/manipulators for enhanced accuracy. Another matching unit with future optogentic upgrades is needed for the RBC. Project Requirements See Attached Purchase Description for details. Delivery Requirements/Period of Performance Base Period: 30 days ARO Place of Performance The place of performance shall be the National Institutes of Health, National Institute of Mental Health (NIMH), 35A Convent Dr., Bldg. 35A/Rm 2D804, Bethesda MD 20892 Contract Type The Government intends to issue a firm fixed price purchase order for this requirement. Invoicing shall be in accordance with the Prompt Payment Act and payment shall be made via Electronic Funds Transfer (EFT). EVALUATION The award decision will be based on a Lowest Price Technically Acceptable (LPTA) determination. This system must be obtained from OEM to match the existing unit within the RBC to maintain duplication of animal surgery.
