This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. Quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ) and as a total small business set-aside. The RFQ number is NIH-RFQ-6040867. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated July 12, 2021. 4. This requirement is solicited as a full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334614. Its associated Small Business Size Standard is 1250 employees. 5. List of Item(s): The vendor shall provide the following item(s) in the quantities specified below. BuVector Software, #ATDP-HSM-X05-1YR 1 each 6. Description Background: The National Institutes of Health, Office of the Director (NIH/Od) plans to renew BlueVector software license currently owned. BluVector Cortex is an artificial intelligence driven sense and response network security platform. It is designed for mid-sized to very large organizations. The platform makes it possible to detect, analyze, and contain sophisticated threats, including file less malware, zero-day malware, and ransomware in real time accurately and efficiently. BluVector is the only device that has heuristics-based detection, threat intel, surucata, and also zeek bro. Other platform tools have one or the other, but not all the features needed. Suracata is one of the features of BlueVector and is necessary because it provides multithreaded threat detection engine with thousands of intrusion signatures. Because it is necessary to monitor the NIH/OD network and detect potential risks, the platform is needed to eliminate security threats. Continuous monitoring and prevention measures are required to ensure that NIH’s networks are secure. 7. General Requirements: Only quotes for BluVector Software is being solicited from the manufacturer or authorized resellers. 8. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined “Technically Acceptable” the offeror must meet or exceed all salient characteristics. Award will be made to the vendor whose proposed machine meets all salient characteristics and whose total price is the lowest quote. 11.
