This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ). The RFQ number is NIH-RFQ-6038310. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, dated March 10, 2021. 4. This requirement is solicited as a full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Its associated Small Business Size Standard is 1000 employees. 5. List of Item(s): The vendor shall provide the following item(s) in the quantities specified below. 1) Agilent 4150 TapeStation System, Part #G2992AA, 1 each 2) Agilent 4150 TapeStation CrossLab Silver – 3 year warranty, Part #SYS-TS-4150 6. Description Background: A National Institutes of Health, National Eye Institutes’ (NEI) lab perform many next generation sequencing (including RNA-seq, single cell RNA-seq, ATAC-seq, Hi-C, ChIP-seq and Hi-ChIP and etc.) to study the immune system and the immune response during aging and infection. DNA and RNA quantification and quality check are very important for our genomic research. The Agilent 4150 TapeStation system offers walk away operation with fully automated sample processing. An integrated pipette transfers the samples onto the ScreenTape device. The ready-to use ScreenTape technology enables ultimate flexibility for switching between assays as well as sample preparation. The 4150 TapeStation software includes functionality for instrument control and data analysis. It is intuitive and presents the automatically analyzed data as familiar gel image and electropherogram for each sample. A number of products for DNA and RNA quantification and the Agilent 4150 TapeStation system had the most sensitivity and zero carryover. General Requirements: Only quotes for Agilent 4150 TapeStation products are being solicited from the manufacturer or authorized resellers and will be considered. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology. To be determined “Technically Acceptable” the offeror must meet or exceed all salient characteristics. Award will be made to the vendor whose proposed machine meets all salient characteristics and whose total price is the lowest quote. 3.
