On behalf of the National Institute of Neurological Disorders and Stroke (NINDS), the Office of Acquisitions Contracts Management Branch Red, NINDS Section of the National Institute on Drug Abuse (NIDA), the Inherited Neurodegenerative Disease Unit (INDU) intends to solicit on a sole-source basis to Life Technologies Corporation a part of ThermoFisher Kingfisher Apex (Life Technologies Corporation) to purchase a Magnetic Particle Processor for Nucleic Acid And Protein Purification Systems (Magnetic Particle Processor) ), on or around July 19, 2021, with an award issued on or around August 15, 2021. The Magnetic Particle Processor with its unique automation capabilities and design, to allow for the moving of magnetic beads instead of moving liquids using highly magnetized probes, which leads to cleaner extractions of protein, DNA and RNA is essential to the operations of the INDU. The purchase shall allow for consistency, with very low risk of contamination or human error in preparing samples for mass spectrometry needed for analysis of different cell types. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 334516 - Small Business Size - 1000 employees This acquisition is NOT set aside for small businesses, but rather is a sole-source acquisition to Life Technologies Corporation a part of ThermoFisher Kingfisher. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. BACKGROUND, PURPOSE AND OBJECTIVES OF REQUIREMENT The National Institute of Neurological Disorders and Strokes (NINDS) supports research into the causes, treatment, and prevention of neurological disorders and stroke. This request originates from the Inherited Neurodegenerative Disease Unit (INDU). The INDU requires a Magnetic Particle Processor. The ThermoFisher Kingfisher Apex Life Technologies Corporation (Life Technologies Corporation) Magnetic Particle Processor with its unique automation capabilities and design, to allow for moving of magnetic beads instead of moving liquids using highly magnetized probes, which leads to cleaner extractions of protein, DNA and RNA. It also ensures consistent results with every run. This unit enables more applications than any other sample preparation instrument, from 6 to 96 samples. This instrument allows for consistent, with very low risk of contamination or human error in preparing samples for mass spectrometry needed for analysis of different cell types.The Magnetic Particle Processor provides optimal reproducibility by eliminating potential inaccuracies introduced by manual methods which is vital and crucial to the mission of The Inherited Neurodegenerative Disease Unit (INDU). CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION Life Technologies provides unique application by using magnetic rods for processing samples that have particle based magnetic kits. The automatic magnetic processing system eliminates user error and contamination issues consistently over the course of many samples that will be processed by moving the magnetic particles and not the solution or sample. Consistency and reproducibility are crucial to the INDU which will be processing a multitude of cell and protein samples from the high throughput cell line productions, generated from a high through put cell culture system. Our laboratory has previously used ThermoFisher Kingfisher Apex for sample processing. In order to complete the necessary side by side comparisons of this research project and to ensure the data seamlessly integrates into an existing data set it is necessary to use ThermoFisher Kingfisher Apex for this request. Any other vendor would produce unknown variables into the experimental conditions. In order to assure the continuity of our on-going research experiments, ThermoFisher is the only vendor that can fulfill this request. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to provide installation an services, for the Magnetic Particle Processor. The Contractor shall provide a install and provide services on the Magnetic Particle Processor. The Contractor shall conduct an essential data migration required to keep the equipment fully operational. The Contractor shall supply all replacement parts to maintain the equipment at OEM specifications. The Contractor shall ensure that the Magnetic Particle Processor, shall be an automated system used for the separation, purification, and extraction of biological samples, including cells, organelles, proteins, peptides and nucleic acids. The Contractor shall provide technical support and diagnostics as well as checks of the system error logs. Additionally, the Contractor shall provide all necessary documentation, on installation, repair parts, spare parts, accessories, maintenance supplies, all special tools, test and support equipment, any travel and transportation, personnel skill requirements, and other related services required in the performance of maintenance tasks to keep the equipment in good operating condition. 1. The magnetic particle processor, shall be an automated system used for the separation, purification, and extraction of biological samples, including cells, organelles, proteins, peptides and nucleic acids. 2. The unit shall have magnetic probes which is able to process superparamagnetic particles or magnetic beads which are moved rather than having to move the liquids. Purification and processing steps are performed in 96-well deep well plates, 96-well plates, 96-well PCR plates, or 24-well deep well plates with dimensions that match the configuration of tip combs that cover the magnetic rods. 3. Protocols are selected from a GUI display using a tabbed format navigated via buttons on the instrument keypad. Custom protocols can be created from external software and downloaded to the instrument. 4. Magnetic beads are mixed with target nucleic acids, proteins or cells, which bind to the specific coating of the particles or to the particles themselves. Particles are collected onto polypropylene tip combs that cover the magnetic rods and are dipped into various reagents in deep well plates (96- and 24-well), standard plates or PCR plates for washing and incubation to remove contaminants. Plates containing the reagents are automatically moved into position under the magnetic head using an 8-position turntable. The final step is the discharge of the particles into an elution reagent plate where high-quality purified molecules are released for use in a variety of downstream applications. 5. This processor eliminates hands-on processing such as ethanol precipitation, phenol/chloroform extraction, centrifugation or column purification thereby freeing staff from the continuous physical strain of manual aspirating, pipetting or decanting of liquids to perform more productive tasks and maintaining health and safety of scientific staff. 6. The unique concept of processing beads and particles ensures that contaminants are eliminated, and that purity, recovery and integrity of the sample are optimized. The magnetic automated processor is an open platform capable of using any manufacturer’s magnetic particle-based kits and associated protocols and is not limited to running only one kit supplier’s chemistry systems, encouraging protocol development and which can include cost savings for the end user. 8. The unit shall have a full one-year warranty against manufacturing defects.
