Synopsis: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH), on behalf of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), is anticipating a requirement for services, to analyze and compile urological data, and make it readily available as an Annual Data Report (ADR) to the urological community. The ADR will contain a compendium of key findings from nationally representative observational data on non-cancerous urology in the United States. This is a Sources Sought for a tentative requirement to provide services that will support NIDDK’s Kidney, Urology and Hematological Diseases (KUH) Division’s UDA project. As part of market research, NICHD is issuing this Sources Sought to determine if there are an adequate number of qualified and interested Vendors, both small and large businesses, capable of providing the urological community with documentation and analyses of non-cancerous urological diseases and disorders, medication, diagnostic tests, treatment outcomes, healthcare costs and dissemination of analytic findings. The Government may use the responses to this Sources Sought for information and planning purposes. The description of requirements provided on this Sources Sought indicates only the currently contemplated possible scope of services and may vary from the work scope in a final Statement of Work (SOW) included in any subsequent Request for Quotations (RFQ). This request is to SEEK SOURCES ONLY. Please do not provide price quotes as this notice is only for market research purposes. Interested parties can submit a written response if their company's capabilities and expertise are relevant to the broad requirements specified under “Project requirements” below. This Sources Sought does not constitute a Request for Quotations (RFQ). Responses to this Sources Sought are not quotes on which NICHD can issue any awards. Vendors are advised not to request a copy of the RFQ. NIDDK is not required to use the Open Market for any resulting RFQ. All information received in response to this Sources Sought marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their responses. Responders are solely responsible for all expenses associated with responding to this Sources Sought. The Government will not pay for information received in response to this Sources Sought. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this Sources Sought. Background: The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases and to improve people’s health and quality of life. Areas of urological research that NIDDK’s Kidney, Urology and Hematological Diseases (KUH) Division promote include: Benign prostatic hyperplasia, urinary incontinence, urinary tract infections, stones, erectile dysfunction, urologic chronic pelvic pain syndromes (including interstitial cystitis and chronic prostatitis), congenital urologic disorders, repair and regeneration of lower urinary tract organs, and normal and abnormal lower urinary tract development and physiology. The burden of urologic disease on the American public is huge (nearly $11 Billion annually) and deserves ongoing attention as a topic of clinical investigation, epidemiological analyses, and health services research. The KUH initiated the Urological Diseases in America (UDA) project in 2001 to delineate changes in epidemiology, health economic impact, and practice patterns. The UDA project describes various urologic diseases, symptoms, and conditions in the United States. This includes demographic variations in the incidence and prevalence of these conditions, as well as changes that may be occurring over time. The urologic diseases originally included conditions that are congenital and acquired, cancerous and non-cancerous. The diseases and conditions are analyzed retrospectively over a ten-year period. Purpose and Objectives: The primary goals of the UDA project are, to identify, assess, collect, analyze, verify, and collate current data on all non-malignant urologic diseases; develop a set of procedures to facilitate periodic updates of the data for subsequent years; and prepare the data analyses in an electronic format acceptable for incorporation into narrative chapters designed for online and electronic dissemination to both healthcare professionals and patient-oriented, public audiences. The objectives of the project include: documentation and analysis of current and retrospective data related to urological diseases and disorders documentation and analysis of new and evolving diseases, medications, diagnostic tests, and their potential impact on prognosis of treatment outcome, disparities in care and healthcare costs preparation of the data and analyses for dissemination to the public by diverse methods UDA analyses have leveraged national data sets to identify opportunities to improve the quality of care and reduce disparities in care. Documenting emerging and evolving trends in epidemiology, practice patterns (condition/disease identification, diagnosis, treatment, associated factors including geographic variability), resource use, technology diffusion, and costs for urologic disease has broad implications for quality, access to care, and the equitable allocation of scarce resources in terms of medical services and research budgets. Capability Statement Requirements: UDA Project Requirements: Potential Vendors are asked to describe the following capabilities and performance characteristics: Capability to maintain and update the UDA through the deployment of various types of available healthcare data and to produce and publish the Annual Data Reports (ADRs). Capability to provide the qualified personnel for the Contract Management Board (CMB), which will provide advice on technical matters related to the project and to resolve issues. The UDA project will have a CMB, which will be comprised of subject matter experts providing expertise for each chapter in the Annual Data Report. Capability to provide clinical, urological, biostatistical, epidemiological, data management and analytical expertise necessary to maintain and update the UDA database as well as the scientific staff to coordinate and to scientifically manage, develop and expand the database. Capability to publish papers and reports of scientific findings based on UDA data made available from analyses. Capability to effect a smooth transition-in (from incumbent) and transition-out (when contract ends and if there is a new awardee). Capability to implement innovative approaches to disseminate the data electronically to both, the healthcare professionals and to patient-oriented public audiences. Ability to comply with the Privacy Act, FISMA and Health Insurance Portability Act (HIPPA) to ensure the protection, privacy and security of the individual’s personally identifiable information (PII). The Vendor’s facility must meet FEDRAMP, FISMA moderate requirements. Capability and experience in working with Medicare, Optum Clinformatics, and potentially other data sources (potentially including VA, Medicaid, other EHR or insurance/registry data. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic capability statements, no longer than 15 pages, with a font size of 12 point, addressing the UDA objectives and response requirements cited below.
