Title: Preventative maintenance for cell analyzer equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-21-043 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-04. The North American Industry Classification (NAICS) Code is 811219 and the business size standard is $20.5M. However, this solicitation is not set aside for small business. It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) to purchase one-year preventative maintenance services from BECTON, DICKINSON AND COMPANY, 2350 Qume Dr., San Jose, CA 95131 pursuant to 41 U.S.C. 253(c)(1)—Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractor, BECTON, DICKINSON AND COMPANY, is the only manufacturer of the equipment and does not recognize any third-party vendors for sales of parts or maintenance services. Scope of Work The scope of work is for the contractor to provide maintenance services for the following equipment: 1) LSRFrotessa X-20 SORP serial number R656385190 2) UV Lsr Cohr OBIS 355-15 LG SORP 13276 3) OBIS 488-60 Blue Lsr 13277 4) OBIS 405-100 LX Violet Lsr 13278 5) OBIS 561-100 LS Y/G Laser 13279 6) OBIS 640-100 LX Red Lsr 13280 7) LSRFortessa X-20 SORP Serial number H656385142 8) OBIS 488-60 Blue Lsr 10870 9) OBIS 640-100 LX Red Lsr 10871 10) OBIS Laser Yellow Green 561/50 10872 11) OBIS 405-50 LX Violet Lsr 10873 12) UV Lsr Cohr OBIS 355-15 LG SORP 10874 The coverage is to include labor, travel expenses and parts, two preventative maintenance inspections to be performed during a twelve-month period including two PM kits, software revisions released during the agreement term, unlimited service visits Monday-Friday (excluding BD Bioscience’s holidays), unlimited telephone support for instruments, reagents and applications, reasonable effort will be made to respond within 48-hours to a request emergency on-site service. The offeror must include a completed copy of the following provisions along with their quotation: FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items and a completed copy of FAR 52.204-24, "Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment" and FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. The provisions above and the following provisions apply to this acquisition: FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items: Evaluation Factors (1) technical capability to provide all services/consumables, etc; (2) price; and (3) past performance. Technical capability and past performance, when combined, are significantly more important than cost/price; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions. The offeror must include their Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), and certification of business size. Interested vendors capable of providing the Government with the services specified in this synopsis should submit their quotation to the point of contact below. Quotations will be due ten (10) calendar days from the publication date of this synopsis or February 22, 2021 at 11:00 AM EST. The quotation must reference “Solicitation number” NIH-NICHD-21-043.
