THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-l(b)- Soliciting from a Single Source and FAR 8.405--6 – Limiting Sources. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a Requirements contract in accordance with FAR 16.503(a)(1) to Lab Animal Supplies, Inc. 34 Remington Drive West, Lewisville, TX 75077, for the acquisition of Brown Bed-R-Nest. Estimated quantities and contract period are specified herein. The National Institutes of Environmental Health Sciences (NIEHS) is requesting to procure environmental dri enrichment nestlets. CMB/ARS is required to provide in house study animals with environmental enrichment. In accordance with established guidelines, environmental enrichment is required to enhance animal well-being by providing animals with sensory and motor stimulation through enrichment that facilitate the expression of species typical behaviors and enhance psychological well-being through physical exercise, manipulative activities, motor skill challenges in accordance with species-specific characteristics. CMB/ARS has traditionally utilized other types of environmental enrichment which was not disposable but more in-depth research findings has discovered that with a better type of enrichment (Enviro-Dri and Nestlets) which promotes more natural animal behavior, leads to better animal research. Supplies: BRN4BP - Brown Bed-R-Nest, 4grams, 3200 per 240 cases/year , 20 cases per month Period of Performance: The anticipated period of performance will be for a twelve (12) month base period with four (4) one-year option periods starting on 9/1/2022 - 8/31/2023. The applicable North American Industry Classification System (NAICS) code for this acquisition is 311119 Other Animal Food Manufacturing and a size standard of 500 Employees. NIEHS will solicit and negotiate directly with Lab Animal Supplies, and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within (3) days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within (3) days of this notice, an award will be made to Lab Animal Supplies, Inc. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available. No faxed documents will be accepted.
