This contract action is for the acquisition of scientific equipment for which the Government intends to solicit and negotiate with only one source under the authority and procedures of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Carl Zeiss Microscopy, LLC, White Plains, NY to purchase an LSM 900 Confocal Microscope Package. The AI Sample Finder technology feature, only present in this microscope, includes a camera and special lights to automatically locate the tissue sections on the glass slide at a lower magnification. This action takes a few seconds and captures an image of the whole slide. We work with extremely small tissues and this feature will significantly reduce the time required to capture publication quality images as well as identify the specific section used, in case the experiment needs to be reanalyzed in the future. In addition, the Zeiss motorized stage moves very quickly at 25mm/sec, has a large travel range of 130 x 100mm, with terrific accuracy of within +/- 5um. The Zeiss 20x objective can view samples without the need of any immersion solution to achieve high resolution images. This system also includes an air table, which the confocal microscope will be affixed to, that is 36 inches wide by 30 inches deep. Our current air table is 48 inches wide by 36 inches deep, therefore, we would be saving needed lab space by purchasing the Zeiss LSM 900. Therefore, the LSM 900 Confocal Microscope Package from Zeiss is the best choice. It has been determined that Carl Zeiss Microscopy, LLC is the only source that can meet the requirement, as it is proprietary to Zeiss. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing. Its associated Small Business Size Standard is 1,000 employees. NIEHS will solicit and negotiate directly with Carl Zeiss Microscopy, LLC and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a capability statement which shall be considered by the agency. The statement must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest in writing via email to beth.kuhaneck@nih.gov by 12:00 pm Eastern time the business day after the posting of this notice. No faxed documents will be accepted. If no responsive statements are received within the stated time, an award will be made to Carl Zeiss Microscopy, LLC.
