This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Agilent Technologies Inc., 2850 Centerville Rd. Wilmington, DE 19808-1610, for Seahorse XFe96 Analyzer Maintenance Agreement. The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Agilent Technologies Inc. for an Seahorse XFe96 Analyzer Maintenance Agreement at NIEHS, Research Triangle Park campus. The provided supplies and services are proprietary, and the services will be provided for the period of 12 month base. Item No. Description Qty. 001 Serial No. US4111019 1 Ea. Seahorse XFe96 Analyzer, Service Center Repair And PM. The North American industry Classification System (NAICS) Code is 811219 and the business size standard is $22.0M. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Agilent Technologies Inc., is the only known responsible source capable of providing the required services and no other services will satisfy the agency's requirements. The anticipated period of performance will be for a twelve (12) month base period, plus two (2) additional 12 month option periods. The purpose of this Purchase Order is for a preventive maintenance agreement for our Seahorse Bioanalyzer instrument built by Agilent Technologies. This contract shall include no less than one (1) preventive maintenance inspection during the contract period. Service shall be performed at an Agilent Technologies Field Service Center. Service shall consist of, but not limited to, inspection, examination of all functioning parts, thorough cleaning, proper lubrication, replacement or repair of worn or unserviceable parts, adjustment and calibration made with the expressed intent of maintaining the instrument to the manufacturer's original specifications. When necessary, this includes complete dismantling, parts replacement, reassembly and thorough testing and adjusting. The contractor shall also furnish all required replacement parts at no additional cost to the Government, with the exception of consumable parts. Parts shall be new and meet original equipment specifications. The contractor shall provide one (1) Scheduled Preventative Maintenance visit per performance period; Factory-certified replacement parts included; Software updates and notifications and patches including applicable source code; any subscriptions to support Online Technical Resources. This notice of intent is not a solicitation or request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and shall be emailed to Tanya Redfearn at Shields3@niehs.nih.gov and are due by 11:00AM ET on July 27, 2020. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
