This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is 75N94023Q00055 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-03. The North American Industry Classification (NAICS) Code is 541890 and the business size standard is $19m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a radio broadcaster with multiple radio stations that can air ads throughout the District of Columbia, Maryland and Virginia (DMV) area. The vendor must be a radio broadcaster with multiple radio stations that can air ads throughout the DMV. The radio stations must have a wide audience in the DMV area, because the recruitment area is the DMV. The approved language for the ads has already been created and approved by NIH Institutional review board, thus voice over or a need for an outside vendor or independent contractor to create the language for the ads is not needed. Background The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives. The National Institute of Alcohol Abuse and Alcoholism (NIAAA) is a part of the National Institutes of Health (NIH) and the Office of the Clinical Director conducts several research studies which requires participants. Vendor will place radio ads on multiple radio stations for NIAAA studies. They will have at least 30,000 impressions a week for radio advertisements aired on the radio stations. Statement of Objective: Study subject recruitment using on air radio advertising done by a radio station in the Washington DC metro area. Scope of Work Ads will be used to recruit treatment seeking and healthy volunteers. Ads will target healthy volunteers who are not looking for help with their drinking as well as people who have tried to stop drinking but can’t. The NIAAA has provided 2 NIH Institutional Review Board approved radio scripts, 30 seconds each, that will be aired on the radio stations to recruit study volunteers. Radio stations must broadcast in the Washington DC metro area to recruit study participants to come into the clinical center in Bethesda Maryland. NIAAA does not pay for travel for study participants. Radio station must have a large reach in order to be heard in over 50 households per month. Ads must be aired and heard over 700,000 times over two months period across multiple DC metro area radio radio stations must have demographic reach which includes males and females of African American, Asian, Caucasian and Hispanic backgrounds. Deliverables / Reporting Requirements: Weekly ad with monthly invoices and listing of how many ads placed a day, time of broadcast and which stations were used. A written summary report and invoices msut be submitted monthly Period of Performance: One full calendar year and estimated start date June 2023. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items -Evaluation Procedures: The Government will award a procurement resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. Note to vendor: The vendor must provide a completed copy of FAR 52.204-24, "Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment" with their quote in response to this solicitation. The offeror must include their Unique Entity ID (UEI), the Taxpayer Identification Number (TIN) and the certification of business size. Quotations will be due within seven calendar days from the publication date of this synopsis thus NLT May 22, 2023, before 5:00 pm EDT.
