This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.” (ii) The solicitation number is NICHD-22-254 and the solicitation is issued as a request for quote (RFQ). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective May 26, 2022. (iv) The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1,000. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) The Contractor Requirements are listed below: 1.0 PURCHASE ORDER TITLE Acquisition of a Motorized Stereo Microscope System 2.0 BACKGROUND The Molecular Mechanisms of Development Section (MDBS) investigates molecular processes required for establishing a terminally differentiated organism from a homogeneous population of totipotent cells. Work in the section focuses on receptor-mediated signal transduction pathways, as well as nuclear targets to identify mechanisms that specify multicellular differentiation, developmental cell fate, and pattern formation. Approaches include genetic screens, cell imaging, biochemical assay, and deep sequencing with computational analyses. Recent data have defined novel regulatory pathways for mTOR, tyrosine kinase, and presenilin signaling, and demonstrated an essential role for gene-specific chromatin remodeling for developmental induction. 3.0 OBJECTIVE The objective of this procurement is to replace and upgrade the existing 10:1 zoom Nikon SMZ-U system (property # 01090272) and accessory camera (property # 01730530) and smz stereo microscope illumination system (property # 01090277). The Motorized Stereo Microscope System will be used to follow chemotaxis movement and development, by real time imaging for >5 hrs. This instrument is essential to allow the Molecular Mechanisms of Development Section (MDBS) to study how cells recognize infectious bacteria, hunt them (chemotaxis), and eventually kill them (phagocytosis). The operating system of MDBSs current Motorized Stereo Microscope System did not allow real-time imaging, and the imaging software and system were not compatible with the current computer systems defined by LAN. The manufacturer reported that our existing programing system cannot be used to meet current IT standards.. 4.0 SALIENT / REQUIRED FEATURES AND SPECIFICATIONS • Galilean Advanced Research Stereomicroscope with Parallel Imaging Paths for flexibility in choosing a wide variety of accessories. • Broad 18:1 Zoom Ratio o System is equipped with a single objective nosepiece, 1x SHR Plan Apo Objective and 10x Eyepieces, giving the system magnification that extends from 7.5x-135x. • “SHR” (Super High-Resolution) Plan Apo Objectives with the following characteristics: o Exceptional correction for Chromatic and Geometric Distortion throughout the entire zoom range. o Continuous parfocality. o Extreme clarity and light thoughput is achieved with newly designed high Numerical Aperture (N.A.) objectives while providing extended Working Distances (W.D.) and wider Field-of-View ? P2-SHR Plan Apo 1.0x, 0.150 N.A., 60mm W.D. • Trinocular Head: o Trinocular Tube with 100:0/50:50 Eyepiece:Port Split • Stand Features: o Slim LED Diascopic Base with large platform and comfortable ergonomics; OCC (Oblique Coherent Contrast) Control via slider to detect phase differences of l/30. o Motorized Z-Column; Dual Coarse/Fine Focus with Tension Control; full control pad for use outside of NIS-Elements software for non-imaging applications o Dual-position, intelligent nosepiece o Control of transmitted light through NIS Elements • Epi-Fluorescence: o Extremely high-Transmission from 380-760nm with increased Signal-to-Noise. o Motorized 4-Position Fluorescence Turret o Integrated “Fly-Eye Lens” for increased Brightness and evenness of illumination o Lumencor Sola 380-760 nm white light LED light source; internal shutter; full control in NIS Elements software • PCO.edge 4.2 LT scMOS camera o The application requires a sensitive camera for fast, low light acquisition o 2048x2048 sensor o 40 fps at full field o 6.5 um pixels for best spatial resolution o 82% QE • NIS Elements Software o Advanced Research includes both acquisition and analysis package ? Includes Denoise.ai a required AI pre-trained module that removes shot noise from the image ? 6D imaging, timelapse, multipoint, large image stitching, multichannel, Zstack ? Ram capture & HDR ? Independently, and not as an agent of the Government, the contractor shall provide equipment and delivery services for Miroshnikova Lab Specifically, the NIDDK requires completion of the following tasks: Task Area 1 – Installation & Delivery - The Contractor shall provide on-site installation of the equipment. Delivery shall be provided 60–90-days ARO (to be scheduled by Project Officer). Task Area 2 – Training - The Contractor shall provide staff training (either virtual or on-site) to MMDS staff (to be scheduled by Project Officer). Task Area 3 – Software/Equipment Upgrades - The Contractor shall provide the necessary upgrades for this equipment and its component software. Upgrades must be provided throughout the warranty period (to be scheduled by Project Officer). Task Area 4 – Warranty Coverage - The Contractor shall provide an equipment warranty, not to exceed 1-year from the date of installation (for labor and provided equipment). Task Area 5 – Shipping Instructions - The Contractor shall provide the equipment to NIH, Building 50, Room 3351, 9000 Rockville Pike, Bethesda, MD. 5.0 PURCHASE ORDER TYPE This Purchase Order is to be a firm fixed price. 6.0 INSPECTION AND ACCEPTANCE Inspection and acceptance will be performed at the place of installation - National Institutes of Health, NIDDK, 9000 Rockville Pike, Maryland 20892. (i) This is a competitive requirement being pursued through the authority granted in FAR 52.211-6, Brand Name or Equal. This is a requirement for a NIKON INSTRUMENTS INC. Motorized Stereo Microscope System. (ii) Period of Performance: Delivery within 60 Days of Award (viii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. (iii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, is applicable. Award will be made to the contractor providing the most advantageous quote to the Government. Technical factors and price considered with technical factors outweighing price. Specifically, the following technical factors will be evaluated: i. The award will be made to the contractor who provides the most advantageous quote to the Government and will be evaluated via a comparative analysis of the quotes provided, technical factors and price considered.
