This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-243 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-08. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000e. However, this solicitation is set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following new 10X Genomics product: Product Code: 1000202 - Chromium Controller & Next GEM Accessory Kit, 12 Mo. Warranty - Quantity (1) EA In order to perform single-cell gene expression analysis, individual cells need to be separated and lysed to isolate RNA for subsequent analysis without mixing them during the process. 10X Genomics provides the simplicity and quick sample processing with the 10X Genomics controller. The 10X controller separates individual cells into tiny oil droplets with lysis buffer and RNA isolation buffer. The droplets are not pooled together until the RNA from each cell is marked with a specific barcode. 10X controller performs individual cell separation and lysis in 15-20min, which is a much shorter time compared to some other technologies. The machine is easy to use and operate. Up to eight samples can be processed in one run of 20min. Overall, the 10X controller is the most convenient and user-friendly machine available for single-cell RNA analysis and meets the lab needs. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. All respondents must be an authorized reseller and must provide documentation confirming authorization and certified capability from the manufacturer to resell/distribute/provide all items/components etc. and services( if applicable) identified in this notice. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable.
