This order was issued and supported by a Justification for Other Than Full and Open Competition (COVID-19 Response) under the authority of 41 U.S.C. 3304(a)(2), as set forth in FAR 6.302-2 and 13.501(a) Unusual and compelling urgency for sole source acquisitions.
