This is a Notice of Intent, not a request for quote. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with PerkinElmer Health Sciences, Inc. to procure a one-year Gold Service Plan contract on a Sciclone G3. PerkinElmer is the manufacturer of the Sciclone G3 automated liquid handling system. This instrument is used to process samples for various clinical vaccine trials within a Bio-safety level 3 to 4 lab. The instrument provides raw data for submission to the Federal Drug Administration (FDA) quarterly. These quarterly data submissions are required for our human vaccine trials. The FDA approval of these trials relies on this instrumentation be fully maintained and accurately calibrated to ensure no variance in testing results. The FDA vaccine approval documentation requires that this instrumentation be continuously certified by the manufacturer quarterly. Only the OEM, PerkinElmer, is able certify this equipment. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-208839) to Pamela Ingalls, by 2:00 pm eastern standard time Monday, May 12, 2021. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
