The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate with Illumina Inc., 5200 Illumina Way, San Diego, California 92122-4616, on an other than full and open competition basis for the renewal of BaseSpace Clarity LIMS Gold Hosted Subscription 1 Year Bundle , quantity – 1each, 5 Pack Clarity LIMS Named Users Subscription 1 Year Bundle, quantity – 1 each, and Data Model Subscription License (per year) quantity- 1 each. This acquisition will be awarded under FAR Part 12 – Acquisition for Commercial Items, Part 13 Simplified Acquisition Procedures, and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 with the period of performance of December 20, 2019 – December 19, 2020. The NIAID Vaccine Research Center investigators use the BaseSpace Clarity software to assist their sequencing core run more efficiently and effectively. BaseSapce Clarity LIMS also supports regulatory compliance and remains flexible to accommodate new technologies and workflows. It scales and integrated with our lab personnel and automates routine tasks. There is no other software that is compatible with the existing BaseSpace Clarity LIMS software. To make changes at this stage would be detrimental to the investigators. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the required BaseSpace Clarity LIMS License may submit a response that may be considered by email (subject line to reference NIAID-NOI-20-2000404) to Shayla Wilson at shayla.wilson@nih.gov, by 11:00 am eastern standard time (EST) Monday, December 16, 2019. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein. All relevant responses received by the closing date of this notice will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Responses must be received by the referenced date of Monday, December 16, 2019 in the time of 11:00am EST. Responses received by NIAID after this date and exact time specified are late and will not be considered.
