The Centers for Disease Control and Prevention intends to award a sole source firm fixed contract to The University of Michigan for data curation support for data sets of varying complexity and size identified by DGHT and previously collected by DGHT staff and/or externally through cooperative agreements with foreign governments, international NGOs, universities, researchers, and civil society organizations. This notice is provided in accordance with FAR 5.203(a). This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. The Institute for Social Research, Inter-university Consortium for Political and Social Research (ICPSR) under the University of Michigan, via the contracted awards, has developed specific Disclosure Risk Reports and Data Deposit Reviews for the DGHT Population-based HIV Impact Assessment (PHIA) Projects. The ICPSR FULL DISCLOSURE RISK ASSESSMENT TOOL is an ICPSR proprietary tool used during the data re-identification risk review process for large HIV population-based public health surveys (i.e., not clinical data sets) and key population biobehavioral surveys. This tool aims to provide a framework for performing a full disclosure risk assessment of data. A new vendor would not have access to the ICPSR FULL DISCLOSURE RISK ASSESSMENT TOOL. All responsible sources may submit a capability statement, proposal or quotation to Spencer Kahn, Contracting Officer, at qnt8@cdc.gov, which shall be considered by the agency. The deadline for submissions is 3:00 PM EST March 29, 2024. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
