The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Voice of Your Customer LLC, to provide services for the recruitment, coordination, and compensation for interviews of the project’s targeted audiences. The vendor has the unique capability to quickly and effectively recruit and coordinate interviews with specialized worker groups including public safety and service (volunteer firefighters and corrections officers) and healthcare workers (home healthcare aides, mental health workers, and state, county, and city health department employees). This vendor is well-connected with the public safety and service sector and the Cincinnati healthcare network and qualified to seek out workers to participate in interviews. The Cincinnati healthcare network is diversified and provides a unique location and opportunity for reaching nurses in several locally operated healthcare facilities. NIOSH staff are ready to learn from these healthcare and public service and safety worker groups to set priorities and make program improvements. Given high job demands within these occupational sectors and their time, it can be difficult to reach and recruit for them for OSH interview purposes. This vendor has experience in recruiting difficult to reach worker groups. This expertise will allow NIOSH staff to move quickly with program improvements. Additionally, Voice of Your Customer is well connected and familiar with worker attitude, behavior and beliefs across a variety of health care and public service sector occupations. Other vendors are not as familiar with this wide range of worker populations in the Cincinnati area and therefore may have difficulty meeting the needs of this statement of work. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
